To ensure the Court can continue to deliver core and vital services during the coronavirus (COVID-19) pandemic, the Court has introduced a suite of changes to its processes and procedures.

Proceedings which should be initiated in the Judicial Review and Appeals List include:
- Judicial review applications
- Appeals from an order of the Magistrates' Court on a question of law
- Appeals from an order of the Victorian Civil and Administrative Tribunal (VCAT) on a question of law
- Appeals from an order of the Children's Court on a question of law
- Referrals for determination of a question of law under the Charter of Human Rights and Responsibilities Act 2006.
The Judicial Review and Appeals List does not include proceedings which fall within another specialist case management list of the Court. In particular:
- Appeals from the Planning and Environment List of VCAT are managed in the Valuation, Compensation and Planning List (see Practice Note SC CL 8 Valuation Compensation and Planning (First revision))
- Certain appeals and applications in the nature of judicial review from the Magistrates’ Court, VCAT and other tribunals in relation to employment are managed in the Employment and Industrial List (see Practice Note SC CL 11 Employment and Industrial List (First revision)).
- Appeals from VCAT in taxation matters are managed in the Taxation List of the Commercial Court (see Practice Note SC CC 1 Commercial Court (First revision)).
- Appeals from commercial arbitrators under the Commercial Arbitration Act 2011 or corresponding legislation are managed in the Arbitration List of the Commercial Court (see Practice Note SC CC 3 Commercial Arbitration Business).

Users of the List should note important procedural changes from 1 May 2018.
- Practice Note SC CL 9 Judicial Review and Appeals List (Second review) provides detailed guidance on how Judicial Review and Appeals List proceedings are managed by the Court.
- The Hearing Date Information Form should be used when seeking a hearing date for a summons for directions or other summons (see paras 6.2 and 6.8 of Practice Note SC CL 9).
- Template orders for directions are available for the most common types of proceedings in the List and may be adapted as necessary.
